Art is a degree of craft. Thus a lot of modern "art" is not in fact "art" but is crap.
To qualify as art it has to demonstrate real skill in its construction. It can be the most prosaic pastoral scene out, but if the skill is present it is art.
While a crucifix in the toilet has better be a awesome crucifix in a awesome toilet otherwise it isn't art, it isn't craft, it is just a crucifix in a toilet.
